Promote Rural Revitalization in All Respects and Ensure Food Security

【Abstract】

Rural revitalization is an inevitable requirement for China's modernization, and ensuring food security is the priority of the rural revitalization strategy. On the basis of field investigation and theoretical study, the research group put forward a series of strategic thinking and countermeasures for promoting rural revitalization in all respects and ensuring food security. The first is to solve the problems of “who to farm the land” and “who to revitalize the countryside.” It is necessary to increase the investment in human capital in the countryside. We should boost and guide the trend of returning to the countryside to start a business. Measures should be taken to make the countryside livelier by consolidating the institutional foundation and policy guarantee. The second is to build a solid foundation for rural revitalization with a prosperous industrial ecology, cultivate and expand new types of agricultural business entities. It is important to accelerate the use of digital and intelligent technologies in agriculture. Emphasis should be placed on improving the comparative efficiency of agriculture by extending the industrial chain and promoting the integrated development of primary, secondary and tertiary sectors. The third is to promote urban-rural integration at the county level. It is suggested to urbanize nearby areas with the focus on county seats, and see that industry gives full support to agriculture and that urban areas help spur rural development. The institutional mechanisms for mutual openness of markets and the flow of factors between urban and rural areas should be improved. Fourth, the development and security of the food industry must be coordinated. It's essential to grasp the two key factors of arable land and seeds, and fully stimulate the enthusiasm of farmers. We should strengthen technological support to ensure an adequate supply of high-quality food. In addition, an integrated approach should be taken to tackle rural water, soil and air pollution and protect the rural ecological environment.
